Why is it important to use appropriate references when drafting military correspondence? How can you obtain the latest references such as Marine Corps doctrine publications and Secretary of the Navy Manuals?

Hello Class,

It is important to use appropriate references because every Marine is not a Subject Matter Expert (SME) on every aspect of the organization. References provide more information on the subject at hand that the military correspondence refers to. It is also important to use references because per SECNAV 5216 p. 2-9, you should “Try to keep letters short, down to one page whenever possible.” Instead of explaining or listing redundant and unnecessary information in military correspondence, you can just reference it. Last, per SECNAV M-5216 p. 7-6, utilizing “another Navy organization or another Service as an enclosure is now allowed in directives. If needed, include as a reference.” Therefore, the reference line is imperative.

You can obtain the latest references by using the internet. There are several websites that allow you to search for certain types of references including, but not limited to, publications, instructions, guides, manuals, directives, orders, and messages. Google is also a modern tool to use for finding and validating references. Hello Class,

Marines in many respects are self-starters, and if assisted by SECNAV M-5216 and MCO 5216.20B, can surprise themselves with how easy it can be to draft correspondence on their own without the aid of their unit S-1. To use references when writing correspondence enables the producer to eliminate costly formatting errors that can cause delays with accomplishing tasks in a unit. Failure to properly use them also causes issues with the intent of drafting the correspondence. Written correspondence should be concise and clearly articulated that provides the personnel in the forwarding chain with the impression that because of these references cited in the reference line, we as a unit need to handle the situation or request in this fashion. Using a reference that is still active and hasn’t been replaced is important because orders and procedures change, and that can mean the difference from correspondence being valid in its pursuit, or unauthorized.

We live in a day and age where the internet allows for immediate access to publications and manuals that govern how we as Marines are to conduct ourselves, especially in a garrison environment. The website Marines.mil has a publications link that instantly directs you to Navy and Marine Corps orders, forms, and everything in between that can assist with referencing the latest authorized directives. It should be regularly used to ensure Marines are referencing orders that are still in an active status instead of old and outdated publications.
